92 Jeep Wrangler looses gas quickly and loud exaust noise?

my jeep was losing gas and i found out that the rubber seal around the top of the gas tank was rotted away, so after replaceing it, (twice) i found out that there was a recall on that problem. mine was spilling gas out the top of it, i couldnt see it until i dropped the gas tank to change the fuel pump.
