Was she flirting or was it just a misunderstanding?

Obviously she's trying to get your attention. Why she wants it, no-one knows. She could be flirting, she could be trying to send you some other discreet mesage, she could think your shy and be trying to get you to talk. Or maybe SHE's shy. Just say one day, "Why do you keep doing that?" but do it jokingly, not judgingly.
